Detail about Non Formal Education Delivery Mechanism Project in Bangladesh

Goal and objectives
The overall goal of effective NFE delivery is to sustain learning environment of NFE for all people in communities, in particular those who have little opportunities to learn through the formal education institutions, so that they can maintain their literacy skills and open the doors to continue their learning throughout of their life.

The overall objective is to enhance institutional capacity for effective NFE delivery through strengthening existing resources, administrative structure, technical supporting mechanism, partnership, community participation and ownership.

The specific objectives are to

  1. Organize policy dialogues, orientation and advocacy to promote and support NFE at central to the grassroots levels. 
  2. Strengthen and utilize existing mechanism and resources of key stakeholders from GO’s, NGOs, community and private sector to support NFE in order to sustain CECs and their activities.
  3. Establish network and partnership among all stakeholders to support NFE.
  4. Organize systematic capacity development activities on NFE and community development activities on NFE and community development to GOs and community especially Union perished, CMCs and UISCs.
  5. Improve monitoring and evaluation mechanisms through action research linking with NFE-MIS at all level both GOs and NGOs for quality NFE programmers and delivery.

Pilot project area
To explore practical strategies and demonstrate permanent supporting mechanism for sustainable CECs/CLCs, a pilot project has been initiated. Sylhet and Rangpur are selected as pilot districts. Two upazilas in each district will be selected; one is near the city and another in rural area. Two unions in each upazila and 3 CECs in each union will be selected. In total, 2 districts (Sylhet and Rangpur), 4 upazillas, 8 unions and 24 CECs will be piloting areas.

Strategies
The NFE delivery project tries to explore the possibilities and find possible strategies to sustain and improve quality of existing CECs/CLCs to continue their literacy, education and livelihood activities. The administrative local government under the ministry of Local Government is having potential for in collaboration with BNFE and potential partners including GO’s, NGO’s and private sectors to support NFE.
